Paltel is looking for an HR Manager to oversee all aspects of human resources practices and processes.

RESPONSIBILITIES:
- Dexterously drive Paltel’s workforce and organizational capability by developing and implementing HR strategies and initiatives to lead the planning, development, and implementation of HR department strategy in alignment with the overall business strategy.
- Prepare, update, develop and monitor overall departmental policies, processes, and procedures for human capital management across the organization to ensure agility for the employees, and keep maintaining management guidelines.
- Consolidate and build the HR roadmap in accordance with the employee experience methodology.
- Oversee preparation of job offers, employment contracts and budgets and maintain human resource staff by leading end to end recruitment and selection timely and effectively.
- Maintain the work structure by updating job requirements and job descriptions for all positions.
- Conduct and manage orientation for employees and provide statistical analysis regarding data to improve processes and recommend changes.
- Act as the point of contact regarding labor issues
- Advise management on talent acquisition and retention strategies.
- Track and measure key recruiting metrics (turnover rates, employee retention sources of hire, exit interviews analysis,..etc.).
- Bridge management and employee relations by addressing demands, grievances, and managing complaints from employees via a structured system to respond to any issues within an organization.
- Develop and lead strategies and initiatives to improve employee engagement, retention and motivate staff through creating employee wellness initiatives.
- Ensure compliance with industry regulations, the existence of job descriptions with detailed records, the scheduling of interviews for job candidates, hiring.
- Design and run the onboarding and new employee orientation process to ensure all new employees are inducted into the company culture and able to start their roles with ease.
- Manage the administration of the benefits programs such as health insurance, vacation, sick leave, leave of absence, and oversee employee attendance and working schedules including breaks, overtime, and paid time off.
- Maintain a pay plan by conducting periodic pay surveys.
- Maintain historical human resource records and create a systematic database of employee details to streamline various in-house processes.
- Complete human resource operational requirements by scheduling and assigning employees, following up on work results.
- Oversee and manage a performance management process and appraisal system that drives high performance.
- Maintain human resource staff job results by counseling and disciplining employees, planning, monitoring, and appraising job results.
- Align current Human resource activities as per the organization's work ethics and requirements.
- Streamline in-house budget, resource allocation, and expenditure to amplify the overall functionality.
- Manage personnel and ensure that human resources programs and initiatives are effective, efficient, and aligned to overall business objectives.
SKILLS AND ADDITIONAL COMPETENCIES:
- A bachelor’s degree in human resources, labor relations, organizational development, business, or related area.
- Effective verbal and written communication skills.
- Proven work experience as an HR Manager or similar role preferable in telecom companies.
- Fluency in English is a must.
- Master’s degree in human resources or related field is plus.
- Minimum of five years’ experience in HR management with a medium to large company
- Certification in Microsoft Office Suite
- Coursework in information technology and conflict management is preferred
- Certification in professional associations (Human Resource Management (SHRM), Human Resource Certification Institute (HRCI) is a plus.
- Proficiency in the Microsoft office suite.
- Proven work experience as HR Manager or another HR Executive
- Ability to maintain a high degree of confidentiality.
- Ability to prioritize a complex workload in a busy office.
- Creative problem-solver, able to analyze data as well as brainstorm, evaluate and test novel, scalable solution.
- Experience with human resources information system (HRIS).
- Knowledge of broad range of human resource strategies and practices in telecom industry
- Excellent understanding of Palestinian labor law and its applications.
